The Patriots for Europe Group of the European Parliament has officially requested an urgent session to address the escalating migration crisis at the EU’s external borders in the Spanish enclaves of Ceuta and Melilla. Jordan Bardella, president of the group, sent an official letter on July 31, 2026 to EP president Roberta Metsola, where he invoked Rule 160 of the Rules of Procedure that allows the president to “convene parliament on an exceptional basis.”

President of the Patriots Group, in his letter, points out that the recent influx of migrants into the Spanish territories constitutes an exceptional situation that demands immediate parliamentary attention.

“The ongoing developments raise fundamental questions regarding the protection of the Union’s external borders, the management of illegal migration, and the security of European citizens. The group asserts that the current conditions for convening an urgent debate have been fully met, particularly in light of what they describe as the failure of the EU’s current migration policies” — Bardella writes.

The letter of Patriots Group’s was followed by another letter of the Europe of Sovereign Nations (ESN) group and, finally, the European Conservatives and Reformists (ECR), but the three groups together lacked a majority to convene the European Parliament without the EPP on board.

EPP in a statement says: MEPs will debate the events in Ceuta in September.
